The Draft of which buildings to include does not necessarily go in ascending order of cost; this is not in the rules anywhere. Players simply go around, starting with whoever is going first, and pick buildings they want to include. Things are then thrown away as they become impossible--e.g., if someone picks the Guest House, the Hospice goes back in the box.

That said, I actually intend to try the ascending order of cost variant with my group ASAP. We've found the Draft as is to be somewhat unmanageable in terms of strategy / game theory.
