Beg to differ, but the SM Dread has 6 weapons in the box: Twin Linked Lascannon, Assault-cannon, Missle Launcher and Power fist with accompanying Heavy Flamer or STorm-bolter. Not to mention a smoke launcher, searchlight and various other add ons.

Furthermore, you only need buy one package of assault weapons, as you are only allowed to take 2 special weapons in a Sisters Squad. So you can, in fact buy one package, and combined with the one on the box, have two Stormbolters. A lot of players switch out the weapons they use anyway, depending on the army they're facing, and so don't mind having the extra melta-gun or flamer handy.

And for the record, all the Inquisition armies are specialist armies that have a wide variety of potential combinations and are made for those who like to convert extensively, so there are indeed less models for each of their armies.

As for IG, since your smallest unit size is 10 man models, and the units are bought in Platoons of two squads each, it is actually much more convenient to buy them in boxes of 20. What your friend is doing with just 4 is beyond me, because all of the specialist troops (snipers, hvy weapons, etc.) are covered in the model range.

But all of this is a moot point, as you can freely bits order anything from their catalogue, including a single sprue of IG, or the particular Sister model you want, or even just the arm from a multi-part model. In fact, many of the customers at my local store actually can order bits at the store, that arrive at the store a week later and without shipping or tax added.

For those without a nearby GW and buying from independent retailers or online, many people combine their orders into one large go once a month and have the store owner send it in or send it themselves, to save on shipping.
