Tell that to all the people who have armies of Redemptionists for their Sisters of Battle or Eldar with Lasguns... or Squat armies for that manner.
There are a great number of models which are either banned or nerfed to uselessness whenever 40K changes editions. This isn't necessarily a huge matter (my AD&D 2nd ed. class books don't relate much to v3.5, but I'm not horribly upset), but it does factor into decisions. A 40K army is typically an investment that will stick for 3-4 years and then require another outlay to bring it into accomodation with the latest set of rules, either in the rulebook or in a new Codex.
That said 40K isn't too bad a hobby price-wise. The cost of buying, painting and maintaining an army isn't too much worse than buying the DnD core books, some models and a setting like Forgotten Realms or Eberron.
I stick with it because I enjoy painting, so each dollar I spend on the hobby I get a threefold return for: collecting, painting and then playing.
(My PS2, with controller, memory card, VGA adaptor (I don't own a TV), and 10 games cost about the same as my Imperial Guard army, overall, I use the PS2 more, but I expect it will be obsolete long before I have to replace more than a few units in my army)
