It really depends on which POD service. But, in general, they're built roughly the same as a standard paperback you could buy at any store -- perfect-bound with a heavy cardstock cover. Most services offer color covers and B&W interiors. Some services offer glossy covers, some don't. Some services offer color interiors, most don't. Expect better quality than you could produce using your printer or a Kinko's, but not quite the same quality you'd expect from a big publisher like WotC.
