I think it is also made for those people that come from the age of OD&D who prefer to have as few rules as possible to prevent rules inflation. I bought one of the Spartan 300 boxes to have a look-see what C&C is all about. I was so impressed by it that I ordered another boxed set about 2 days later so I can have a play copy for my group.
If you want to have a play style that resembles the old edition of D&D but still want to have close ties to D20 systems this boxed set is quite the answer to your needs. Because let's face it: You do not need more crunch than what you get in those 3 booklets. And it is a refreshing thing to have the freedom of open gaming again in a D20 product that is at times so rules heavy that you have barely any space to do things as you would like to do.
