Hmmm... Sounds like a roll-under system was a poor choice for this game, especially since it seems to use a closed scale. If you want to put prairie dogs and cougars on a 20-point scale, then naturally the dogs are going to fail the majority of the time. IMHO, it would have been better to use a roll-up target number system to allow the dogs to be good at certain things -- by prairie dog standards -- while making greater creatures comparatively godlike.

And, really, making prairie dogs bad at most everything doesn't make much sense, even when taking scale into account. They're a lot more alert than the typical human, for example.
