Perhaps game design-wise, it may be an odd decision, so there may be other factors such as a business decision to target LONE WOLF fans rather than owners of Player's Handbook.
As for B5, it was published prior to Mongoose moving toward OGL product publishing. It may be possible that Mongoose may drop the d20 logo in the next future editon of B5 RPG.
