Abdul,

In my opinion, it boils down to two things: setting and style.

Setting: If your horror campaign will be globe-trotting in nature, then COC is definitely the way to go. If you want a highly detailed setting (NPCs, history, locations, etc.) then H&E would probably serve you well. Potter's Lake is very detailed. Also, Potter's Lake is small town America. If you're looking to set your game in a big city, you should probably go COC.

Style: COC is about cosmic horror, man facing the unknowable. Though there are some traditional horror elements, most of the horror in COC is about unspeakable things alien to the human mind. The horror in H&E is more subtle. It's about the little things, the local legends and wives' tales, that hide darker truths.

In my opinion, you can't go wrong with either game. It's just a matter of taste.
