Depressingly, because of the strange belief that permeates some RPGs that something cannot exist *unless* you have a rule for it.

This idea had died out after the 70s, but it was back with a vengeance in 3rd ed:

"I leap forwards and attack him, then leap back"
"Do you have Spring attack?"
"No, but..."
"Then you can't do it, sorry"

Same with this. You can't be sterile unless you've got the Sterile feat...
