I believe zapp was referring to a new person reading the name "Magic Missle" in the Basic set, not Jeb.

Sounds like the spell description was explaining that Magic Missle doesn't create a rocket, and the term 'missle weapon' in D&D refers to thrown/fired objects. Since the spell is described as 'bolts of energy hurled at the target', it's a good way to explain those things.
