Attack is way too random of a game with little in the way of strategy.

The best example are the economic cards. Each time that a territory changes hands, the new owner gets a random card.

For example, when attacking a neutral country, a card is drawn from the deck. You have to fight the forces listed on the card. If you win, you keep the card. However, if you lose, the card is shuffled back in the deck. The next time that you invade, a new card is drawn.

This means that there isn't any way to do pre-invasion intellegence. You will not know if there is something that you need there or what forces you will be fighting.

Second example, when capturing another player's territory, you draw one of their cards at random. When one of your territories is captured, you lose a card at random.

This means that you will never be able to defend important economic cards nor will you be able to target important economic cards.

With the Expansion rules, this becomes extremely critical as Oil is the life's blood of the game. Without Oil, you are doomed. But as the ability of getting Oil is purely luck based......

As territories have no intrinsic value, the game devolves into concentrating your forces into one or two big armies and rolling lots of dice.
