Ok, Mr. "Truth", let's refute:
I will say that in truth most or indeed all black neighborhoods are places of nothing but decay, misery, poverty, violence and utter hopelessness.

African American population has been increasing for over 200 years. I doubt such an utterly hopeless world would do so.

African Americans are getting better educations, getting more jobs, and (for married couples at least) making more money now. Drops occured--but happened on both sides of the 'color line'.
3. http://www.hrw.org/reports/2000/usa/Rcedrg00.htm
Even though there are five times more white drug users than black, 62% of convictions for drug use are African-Americans. Why? because people think that blacks cause a "downward spiral from which there is no escape".
Are there problems with the common view of inner city youth culture? Yes. Black culture? Yes.
How about white culture? God, yes--I'm as white as the day is long, and I could go on FOREVER about how white guys suck.
Instead of assuming that they're just naturally inclined to evil (what is this, D&D? Killing baby orks next?), maybe we could start--as a people--to look at the real problems and fix them?
