Technically, it would depend on how large the dragon is and how the dragon moves. Mass homeothermy and positioning of the body could make the trait "cold-blooded" more of a quirk, and maybe even a straight-out advantage. For instance, the "cold-bloodedness" of the Reptile Men from Fantasy Folk, which is defined by their Temperature Tolerance window.
