No, it's obvious that you've simply jumped to the conclusion that allows you to indulge in the most self-righteous anger. Take some time and browse the RPG.net catalogue alongside the reviews. They sell a bunch of products that people have submitted unflattering reviews for, and yet have published the reviews nonetheless. Go check your facts before making broad claims about the site's integrity, hm?
As for why they wouldn't publish your review, I can't honestly say for sure. It's not a very good review, as it centres mostly upon your resentment that the book was not what you expected, rather than addressing the book on its own merits. However, I've seen much worse reviews published on RPG.net; much shorter ones, too. So they probably SHOULD have published it, unless they're making some kind of unspoken effort to raise their standards these days. It's possible that they just didn't like your review and didn't want to invest the time it would take to get back in touch with you and mention that. Or maybe they just didn't like your attitude.
So don't jump the gun and assume that there's an RPG.net conspiracy against you, the howling prophet of truth out to warn the masses against buying *gasp* a coffee-table book.
