Biohazard Games did indeed develop /Blue Planet/, but the game languished for years. Once FFG got the license, /Blue Planet/ returned to life. Several of the books FFG has put out are original works rather than reprints of existing material. So FFG actually has done a lot of development on that world, though they didn't create it. They've also made the game a lot more playable, with a much simpler system.

/Fireborn/ is their first non-d20 game, all right, but they've had some prior experience in non-d20 development.
