Ron Moore is the person in question. He did work for TNG and DS9, but not, I don't think, for Voyager.

He also worked on Carnivale, if that means anything to you.

I think you'll see very quickly, and particularly after episode 7, that Number Six is really not very similiar at all to 7 of 9, adide from being hot, blonde and semi-mechanical.
