I strenously disagree. FRED is better than the old 4th Ed Hero, but Hero has always done skills very badly.

The human range of IQ in HERO is from 8 to 20 which is only a skill range from 11 to 13 which is PATHETIC.

In addition to that skills cost far too much in the Hero system for what you get and the skill system including lack of defaults make for IQ 8 Nuclear Physicists with no knowledge in mathematics.

There are other severe problems with low powered HERO, but the horrible skill system should be enough right there to nix HERO as a good choice for B-5 (which is a skill-based setting).
