My experience is similar to Steve's. I know quite a few PhDs who are brilliant in their field and slightly lacking in common sense.
And I know one PhD who got to that level, not by being brilliant, but by busting his ass studying.
I'm not saying PhDs are stupid -- I know some are all around hyper-intelligent and sharp as tacks to boot -- but in my experience they are often too narrowly focused to have a balanced high INT -- an attribute that affects perception, memory, etc.
That said, I agree that 8 INT/18- Science is a bit absurd, but then I believe just because a system allows it doesn't mean the GM should.
