Easy. Gurps 4E runs rings around Hero in the low powered setting. Just compare in HERO what you pay for skills vice what you pay for powers (and this includes psionic powers).

In Fantasy Hero just as an example, you get a strong tendency towards the strong stupid perceptives, i.e. at the low powered setting you have to be brain-dead NOT to buy your strength up to 20 before anything else. However, unless you have an unreasonable number of INT based skills, you are actually better off buying Perception and dropping your INT down to 8 or even 3.

I have played a lot of low powered Hero and it DOESN'T work when set next to a system that is designed for it (such as GURPS).
