This is sadly true... and the main reason that, even though I have a complete library of HERO 5th books, I don't actually use the HERO system for anything (even supers)... the character sheet leads to the character, not the other way around. Back when I was first getting into HERO, I'd take really awesome character concepts and stat them out... and realize that they were horribly points-inefficient compared to other characters. HERO's even worse than D20 in that sense. Storyteller, GURPS, (house-ruled) Cinematic Unisystem, and Tri-Stat are much better for narrativist and simulationist gamers (damn GNS theory... I hate you, yet you're so useful...), so I use them with my many awesome HERO System supplements.
