I have Hero 5th and Fantasy Hero and it seems to be able to do just about anything if you can think about.

Lower powered magic can be done with some work. Make your power require energy, words and gestures or something like that. Or you can use Power Framework. Hero requires work to understand the all it's possibilities since it's got so many.

I haven't used the system though since it seems to require much bookeeping and the people I play with would probably have trouble with it.
