From my own reading of CoS, conspiracies don't necessarily have to be grand. There could be small conspiracies running around, or there could be a large one that is occuring across the continent. It really depends on what you want. I know from reading keith's Actual Play reports on his site, he mainly went with smaller conspiracies and such for his group.
