You're right that there's not much good werewolf fiction about, although I'd list Company of Wolves as one of the better films, plus Ginger Snaps (and I like Howling III, but I understand the many who don't).

I enjoyed Robert Stallman's trilogy of novels (The Orphan, The Captive, The Beast), and I've heard good things about The Wolf's Hour by Robert McCammon.
