Oh, I think it is fun, and you do go forward, but some time after level 16, when you get your "real" travel power, it all starts to become very much the same, even as you get new graphics for the instances and enemies.

What it does is very good. It just doesn't do enough things.

But again, this is mostly an issue of longevity. I know very few people who play City of Heroes longer than six months. That sounds like a long time, but in the realm of MMORPGs, that's a hiccup.
