More costumes are in-genre, depending on the character. The X-Men, Iron Man and even Spider-Man and Batman have used mission-specific costumes at various times.

The extra costume slots also enable characters to adopt a "secret identity" look (which is what I did with my level 20 slot for my scrapper), or a "powered up" look (especially with the level 30 aura active).

Since there's so little to the game (just Grade A Butt Kicking), Cryptic has tried (and succeeded) to add little extras that server as the sort of rewards that gear provides in other MMORPGs.
