Yes, but by that standard, EQ1's had expansions that weren't expansions either. You couldn't buy Ruins of Kunark in retail stores as a standalone expansion -- it came with everything you needed to play. Just like CoV, you could choose to play an entirely Kunark-based game (playing one of the iksar lizard men).

There will certainly be some people who buy CoV who had no interest in CoH, but the vast majority of those purchasing it will be buying it as an add-on to the original game.
