CoH has you not being able to do all your available quests before you outlevel them, that is how fast you can get experience from quests...holds pretty true till around lv30, then you will have to start doing a little bit of other stuff than just soloing your own missions to level. So WoW definitely was not the first in this regard. CoH did not have this from the start, but changed this much before WoW came along.

And I think it is a difference of scale deciding the amount of quests you can have in each game: in CoH, you are seeking to stop the town from being bombed (yet again). In WoW, the quests haev you seeking the bodyparts of a critter or delivering a message. A bit different, so I'm not surprised you are allowed to have twenty of the latter ones going at the same time.

I will grant that one should be able to choose to deliberately fail a mission in CoH - some are just annoying.
