Go back and refer to page 146. It says, and I quote:

"If you CANNOT use the Sweep move against your target, and you do not have a power or legacy that gives you a mass attack, you must resort to other methods to attack multiple targets. That is what the retarget move is for."

It goes on to point out that this is where they combine successes. Now, with that in mind, it seems to contradict page 159, as you point out.

You mention that page 159 regards sequences. If 146 isn't entirely wrong, then that is incorrect. Or else it isn't explained well.

The way I read it, page 159 is specifically referring to sequences that are in a fighting style that you have purchased, while 146 is for sequences that are not specifically in a fighting style, but rather one you did on the spot.

Otherwise, I don't know how to explain it; the first line in the textbox on page 146 clearly says that its saying if sweeps aren't possible.
