My understanding of the rule on page 146 is that it relates to multiple sequences - you take penalties for each additional action after the first.
The rules on page 159 are the ones that count for the sake of the example - because they relate to sequences rather than using a single <i>move</i> against multiple opponents. Remember, the Sweep is a single move while in the example, individual moves are being used against each person.
To make it clearer - a punch strike (I) + punch Strike (II) + Sweep would be for target one effectively Punch Strike + ready + Sweep
For target two it would be ready + Punch Strike + Sweep.
The rules on page 146 relate to the sweep move.
In the case of the example, it is handled as they are done on page 159, because 159 is clear and specific about what happens.
