Characters develop using Careers, which are completely free of levels. Experience points are spent on buying new skills & talents & increasing your stats. When you complete a career (ie you have purchased its skills, talent & advances) you spend experience points to move to a new one. So for example a player might progress through this path: Coachman, Smuggler, Charlatan, Spy, where another might go Fieldwarden, Bounty Hunter, Vampire Hunter - each taking different advances on the way.
