It's possible to make them very hard though.
It takes a while to get a particularly powerful character down to 0 Wounds and onto critical injuries.
Let's take a dwarf Daemonslayer with Toughness 80% (maxed out and unlikely) and 23 Wounds (also maxed) and leather armour (any more and he's playing against background - slayers want to die, and leather's pretty much just tough clothing for dwarfs).
This dwarf's TB of 8, +1 for armour, reduces all damage he takes by 9. A standard goblin civilian with SB 3 (from Strength 30%) will cause damage by rolling 7 or higher. Rolls of a 10 also have a 25% chance of getting extra dice ~that aren't modified for SB or TB~.
That dwarf's going to go down eventually, even to basic goblins. Send him up against goblins with a few advances and he's in for a (minor) challenge. Anything bigger and he's in danger, just how he likes it.
Hypothetically, if this daemonslayer for some reason had full plate armour, he'd reduce damage by 13, meaning the goblin would need 10s, but hey, what goblin's going to stick around for long after half a dozen of their mates have just been smashed apart? Send in the orc brutes with their choppas and crossbows.
On the general subject of Strength Bonus and Toughness Bonus, it's not a bonus to the average person's Strength/Toughness, in the way it is in D&D. It's a bonus to the dice that you roll when using either stat in combat. Everyone gets one (assuming your S/T is at least ten points).
