as someone else pointed out the different weapons and talents make a big difference too. we've finalyl started our new wfrp2 campaign and i'm playing an elf outlaw ... certain weapons like a longbow get to ignore 1 armour point (can't remember the exact weapon quality) and a certain talent allows you to ignore one more - since monsters can have talents etc there is no reason a goblin sharpshooter won't have these too, and thus increase their damage potential quite heavily. the system allows works in reverse - even the toughest monsters can be potentially seriously wounded by characters with low xp etc, which is how it should be :-)
