If so, is is common to see high-level characters running around with bonuses to armor (toughness) that increases it beyond 10+ (for both combined)?
In that case, once again you have high-level characters almost un-touchable to low-level monsters.
(This is what often happens in D20)
It happens a lot in Warhammer Battles (WB) too, at least in 2nd edition (the goblins and elves set), which was the last time I played it. Stupid characters drenched in magic items like fantasy versions of Mr T!
WFRP has always been the opposite. It's dirty and grimy, and you'd be lucky to ever encounter a magic item. Or unlucky, perhaps, because someone might think you're a heretic or a demon-worshipper and have you carted off for execution. That's how "fluffy" the WFRP setting is, i.e. not at all.
I've heard that GW wanted the WFRP2 setting to more closely fit to WB, but I don't know how fluffy WB is after 2nd edition, so I don't know how the WFRP setting has been affected by this, but I'd guess that the emphasis is still on gritty and horrific.
