There is only one possible strategy in Fluxx. That is to make it so you draw/play more cards than your opponents. Since the winner in Fluxx is randomly determined by who draws and plays the matching cards you increase your chances of being that person whenever you can draw or play more cards than others.

For example, playing a Draw 5 and drawing them, but then playing a Draw 2 so nobody else gets to draw 5.

However, this still does not make the game strategic. Because you have no control over which cards you draw. It is mostly tactical hand management to figure out which order to play your cards in on your turn (only your current turn matters).
