Yes, occasionally in Fluxx, you will have the choice of playing one card out of several, and you have to decide when to show your keepers, when to play a certain goal, and so on. More often than not, your choice there won't matter by the time it's your turn again, because the game will have changed so much that your decisions had no effect on whether or not you can win.
