Okay, first of all, I love this game, too!
I'm not sure I'd call the decisions 'Strategic' in scope, because (as the name of the game implies) the state of the game is always in 'flux'!
On the other hand, the person who said that this game was 'pure randomness' did not give it much of a chance...
There IS a great deal of game play that is subtle, and not at all obvious!
On the other hand, if you don't 'get' what is going on, and get trounced mercilessly every time by what *appears* to be 'pure luck', yeah, it can be frustrating...
First, knowing what Keepers have already been played is a key element in what Goals to play or discard.
Second, knowing what order to play your cards in can become quite important...
Playing that 'Play 5' card, before you play the 'Hand Limit 0', and then displacing the 'Play 5' with a 'Play 2' card, can really frustrate your opponents, for example!
{Doing it in some other order, though, might be a lot less effective!}

As to the person who found it 'boring', I can't imagine that... but everybody has their own, personal tastes! I suspect, though, that you either haven't given the game enough of a chance (you *Can* have five or six 'bad' games in a row...), or you've been playing with the wrong people...
