Yes, there is, and the reason is, you're supposed to play the character, his skills, his abilities. You don't just have a little chat with the GM and assume your communication and social skills are always identical to and interchangeable with any and all characters. In other words, without RULES and NUMBERS (or equivalent) for these, you are no longer roleplaying, OR rollplaying, you're just telling a story.
