As a caveat, I have written some material for Godsend Agenda, mainly some character backgrounds. Now, to my thoughts:
I just wanted to note that two reviews of the previous edition gave it 3 style and 3 substance. I'm curious as to what the new reviewer would think of the old edition.
I personally think the new edition is heads and tails above the old one. The layout shows many lessons learned and is much better than I would expect from a small company's second release.
The change from the first edition rules set that Kenneth Hite said would "deform under the slightest pressure" to the d6 System is, IMO, a good move to a much more solid system. The comicbook which many people disliked has been removed also.
So, I'm of the opinion that the new edition is a step forward.
The review as written is a bit brief, and the criticisms leveled at the game seem to be the criticisms you'd level at the first run through of any supers game: some power combinations are abusive, players and GM had to look through the book to understand how rules worked (I imagine much of this would be checking to see what powers do?).
I would like to hear more about what was problematic about the powers section - I'm not sure enough information is given to let a reader know what the problems actually were.
Again, I've written for the book and so am probably a bit biased. I rarely post in the review forums since the Nobilis Meltdown. Still, I think that while this reviewer's opinions are valid and inviolate, that other reviewers might have a different view. I'd be interested in seeing what the reviewers of the first edition would think of the second edition of this game.
