They fixed the lethality of low levels by ruling that at the first level you get double your DP's to spend. Therefore a lvl 1 char is as strong (in comparison) to a lvl 2 char in rolemaster.
The fumbles are less nasty now, and the chance of dying because one leaps over a table is much much smaller then it is in RM or MERP (MERP is really nasty, crippled an entire party just running through some sewers).
The magic system is more broadly defined, no useless spells like nasal repair. Healing is supported by two different spells, minor healing and major healing. This is because there are no spell lists in HARP, but only individual spells which you can scale to make them more powerfull.
As far as I know HARP was meant for a public that grew old of D&D, but was not ready for RM.
