Actually, The basic HARP (revised version) book features a very "lenient" combat system. If that's your only concern, you might actually like HARP a fair amount. On top of that, the game features a fate point system to prevent freak rolls from killing off the PCs.

The more deadly combat options (separate books) were produced at the behest of the RM-cum-HARP players who did not want to have to bust out their venerable copies of Arms Law in order to get that "every attack could kill me" adrenaline rush that they'd grown used to.

If you're at all interested in checking it out, ICE has published a HARP Lite that is a very playable game in and of itself. It's free, so if it doesn't pass your muster, then no harm done to the game budget.
