The problem is that it's not "all or nothing". I don't think anyone is seriously saying that *all* of the Bestiary should have been in the core book, just that the monsters that apply most directly to the main book should have been in the main book.

Do we want twenty pages of Slann and Fimir in the core book? No. Do we want two or three pages about basic Trolls and Giants so that we can use the Slayer career? Yes.

It's not incomplete in the sense that it needs 400+ pages of extra material to play at all. It's incomplete in that it needs 3 pages of extra material to play properly.
