It was written as a capsule review, meaning that the reviewer hadn't actually run the game. IMHO, I don't think you can write a fair playtest review without putting in a substantial amount of time playing the game. If it's an adventure, you should have at least run through it once. For a game, I think that means that you should have at least run a minicampaign, but that depends on the game as well. A game designed for running one-shots can be playtested in a session or two. A more extensive game intended for long, multisession gaming really demands more extensive playtesting before writing a review.
