It is an interesting change. I would have liked to have given that a try, but I've already come too far in my superhero campaign to switch back (I am using Savage Worlds with the Neccessary Evil super powers rules).
I do think there is some merit in the concept of the system. Basically everything that strikes a hero is either largely irrelevant (you shrug it off), does trival damage (it slows you down a bit) or it finally does you in (KOed). Again the concept is good and very appropriate to the genre. I just don't think it was very well exectued in M&M.
In anybody watches cartoons like the Justice League, they have some great fights between the epic heroes and villians. When Superman fights enemies that are physically challenging, it's very neat to watch. They pound the crap out of each other, walls smash, they almost drop but it becomes a battle of willpower at that point.
Personally that's kinda what I would like to see in a game. Once you fail your Physical damage save, you can try to push on through the pain and start making Will damage saves or something. The point being is that there are plenty of supervillains that are as strong if not stronger than Superman. But very few that have the drive that he has.
