That's a large part of what Hero Points are all about!
Superman is probably a bit higher in level than most of those 'stronger' villains, and likely has the maximum number of "Hero's Luck" Feats.
Of course, if you're trying to do the Big Blue Schoolboy, in particular, the best game system around is still MEGS/DC Heroes!
Terrible for Character generation, but great for showing why superman has the reputation that he does...

As to Savage Worlds, to each their own, I guess... but I swore off Pinnacle after seeing what "Hell on Earth" was like, and I can't see it as a good Supers system, for my tastes, at least!
