SarimRune let me see if I can sum up your take on the game. You have a dislike for: single die rolls, quick combat, defense equal to base attack bonus, and min-maxing.
1) Single dice rolls.
I enjoy bell curve mechanics myself. My homebrew system is uses 3d6. A linear roll is quicker. When storytelling rolling a handful of d20 can speed things up rather than rolling multiple sets of dice. I think the system would work with 3d6 with some minor changes.
2) Quick combat.
Some games have quick combat and others have long combat. There are good games in both categories. M&M has a combat system that can drop a hero if they make a bad damage save roll (and is out of hero points or spent one that round on something). A hero can spend one hero point in a round. If the hero did not sped a hero point that round, then he can make a second save (keeping the better of the two rolls or a result of 10). So a hero has the option of another save in the round. Two equally matched undamaged opponents can automatically not be knocked out by spending a hero point (rolling a 10 + power level vs a 15 + power level = failing by 5 = wounded, not knocked out).
• You might like a system of several levels of wounds each time you fail by 10 . . . say like: wounded, then down, and then out.
• Lower the DC for getting knocked out down from 15 + power level of attack. Say a DC of a save is 10 + the level of the attack. So equally matched opponents would trade blows for a longer time.
3) Dislike for defense equal to base attack bonus.
Fair enough. Make the cap on base attack bonuses ˝ the power level.
4) Min-maxing.
I fail to see your point. There is a power level cap.
All in all the game may not be for you even with some optional or house rules.
