My ruling is that untrained Arcana function just like untrained skills: roll 1d20 and add the relevant ability modifier.
Another clarification I've made is that, when it comes to determining DCs for Saving Throws against Arcana, non-Adepts simply put 0 into the usual equation: 10 + (Adept's Level / 2, round down) + Ability Governing Arcana. That hoses non-Adepts a bit, but I think it makes the most sense: Adepts and folks with Arcanum are just better at magic.
Example:
Joe-Bob the 5th level Adept with Wis +3 uses Heart Reading on an unwilling subject. The target must make a Will save at Diff 15 (10 + 2 + 3).
Wilbur the 5th level Rhy-Pig Expert with Wis +3 uses the same Arcanum. His target saves vs. Diff 13 (10 + 0 + 3).
Bocephus the 5th level Aldin Warrior with Wis +3 joins in. His target saves vs. Diff 15 (10 + 2 + 3).
