That makes sense in my book too!

Used the core rules the other day with OGL Horror to run Project Pi in the Worlds of Cthulhu magazine - worked really well.

will be using them again tomorrow when I run an introductory planescape adventure that I have converted from Well of Worlds..... should be interesting to see how it works in the planes (hopefully make the system easier and faster and thus keep the focus on rpging!)
