The section on "Range" on p. 108 does say that, if a Arcanum doesn't specify range, it's LoS. So a literalist reading of the book might apply that to Mind Touch.

But I agree that it can be used at any distance, complicated only by familiarity.

I'm not sure what you mean by "only one way," though. The connection goes both ways--are you referring instead to envoys lacking Mind Touch?
