It might be interesting to introduce this to novices and see how that plays out. Many adolescents that I know of (I'm talking 12-14 year-olds) have a hell of time with d20 in general. When voracious and advanced readers have to grapple with the rules as presented in the Players Handbook, then there's a definite issue.
I believe that was partly Green Ronin's goal, to make a game that would reach out to those who would otherwise be put off by D&D's bulk (and also it's image as a playground for violent-minded boys).

I don't think it's quite up to that task yet. The setting is excellent (despite all the naysayers who get amusingly indignant about it) and the rules are good as conceived. But the presentation needs another run through. The lack of a concise outline of char-gen is a serious mistake, as is the lack os any examples of play. Also, my impression is that despite the major revision that turned D20 into True20, they followed the phrasing and writing style of the OGL too closely, using language that renders concepts technical and obscure. For a book that espouses a free and egalitarian society, it certainly comes off a bit stuck up in a few places.
