Although Lovecraft never officially designated a "Cthulhu Mythos," he clearly had a worldview in mind with his stories. Later fans and writers categorized it all, but I think it would be incorrect to say Lovecraft did not see his stories taking place before a coherent background.
Also, I do believe it is pretty well documented that Howard intended Conan to take place in Lovecraft's version of the world. I've read enough on this to know that many "experts" have inferred this to be the case, and I believe Howard himself said as much.
In any case, it makes sense when you look at the creatures in Conans world and the corruptive nature of magic. If you take Lovecraft and run it through a sword and sorcery filter, you would get Conan's world.
